Chelsea chairman Bruce Buck says the club will no longer pay inflated fees. 'We feel there's been a toughening up of negotiations by Chelsea Football Club. We're not going to over-pay. We will determine the appropriate price for a player, and not pay more than that.'

Is Angelina Jolie Pregnant?

Actress Angelina Jolie has canceled plans to give a lecture in Italy this week, amid reports she is pregnant with her and Brad Pitt's second biological child.

The beauty was due to give a talk at the Pio Manzu Centre near Rimini as part of a conference entitled "The Flight of the Hummingbird: The Future of Children in the Mind and Society of the World" -- but pulled out at the last minute.

Local newspaper reports claim Jolie canceled the appearance after discovering she was expecting -- and a spokeswoman for the Pio Manzu Centre appeared to "confirm" the media speculation.

Letizia Manjani says, "Angelina canceled last week. Due to her privacy I can't confirm her pregnancy, but I can say that the Italian newspapers are correct in their reports."

Jolie and her boyfriend Pitt have four children -- Maddox, 6, Pax, 3, Zahara, 2 and Shiloh, 16 months.

Rise in liquor outlets linked to violence

An alcohol accord was established in October 2006 and includes a one-way door policy in city bars, where no-one can be admitted after 4am.

"The alcohol accord is being circumvented by the fact that people can go into a 24/7 dairy and purchase alcohol," he said.

"We need to review the council's policy on alcohol and licensing in the city," he said.

Parker said the Christchurch City Council would struggle to control the number of liquor licences under existing liberal licensing laws.
